Declaration method: Declare through the China International Trade Single Window. Auto exports use the nationwide integrated customs clearance model.
Under paperless customs clearance, accompanying documents such as contract, invoice and packing list may not be submitted at the time of declaration. They can be supplemented later if customs requires.
1. Arrival declaration
After the shipping line notifies arrival, the customs broker submits the manifest, bill of lading, invoice and packing list, and completes electronic declaration.
2. Customs and inspection declaration
Customs and commodity inspection are declared together. Automobiles are statutory inspection commodities and must also meet inspection and quarantine requirements.
3. Tax payment
Dutiable value = vehicle purchase invoice + freight + insurance + commission, etc.
4. Inspection
Verify VIN, engine number, nameplate and environmental configuration. Any missing or inconsistent document may cause clearance delays.
5. Release and pickup
After obtaining the delivery order, apply for temporary plates or deliver directly to the customer.
In practice, many “stuck at customs” cases are not caused by the vehicle itself, but by incomplete documents or mismatched text across documents.
Imported new cars usually include the following costs in the destination country:
FOB (Free On Board):
The seller delivers the goods to the port of shipment and loads them on board. All subsequent costs and risks are borne by the buyer.
CIF (Cost, Insurance and Freight):
The seller covers ocean freight and insurance to the destination port, but risk transfers when the goods are loaded at the port of shipment.
For B2B wholesale, it is recommended to quote FOB first, allowing the buyer to choose their own freight forwarder and insurance. This reduces the seller’s logistics management cost and risk exposure.
